If you aren't out to do huge quantities, any coffee grinder that uses burrs will do a fine job of making poppy seed, sesame seed, flax seed, chia seed, etc. meals. As you have discovered, a mortar and pestle definitely isn't the tool of choice for this little job.

As others have said, cut the meat into chunks or strips (I prefer 1"x1" strips as long as possible) and put them in the freezer. Let them go until the meat is partially frozen. Frozen on the outside, but the inside is still pliable. This will help the grinder cut through the meat instead of mashing it.
